Demba SECK is a Technical Officer in the Origin Sub-Directorate at the World Customs Organization (WCO). In his capacity as the Head of the Origin Sub-Directorate, he leads the capacity building and technical assistance activities in the area of rules of origin. His main responsibilities encompass providing technical assistance to WCO Members in the area of origin and managing the technical aspects of the World Trade Organization (WTO) negotiations on the harmonization of non-preferential rules of origin within the Technical Committee on Rules of Origin (TCRO) under the auspices of the WCO. He serves as the WCO liaison officer during meetings of the WTO Committee on Rules of Origin (CRO) in Geneva. Demba brings to his role a profound understanding and knowledge of both preferential and non-preferential rules of origin, combining theoretical knowledge with practical expertise. His extensive experience as a negotiator and trainer in customs legislation and procedures is invaluable. Prior joining the WCO, he has held several positions within Senegal Customs Administration. He graduated from National School of Administration (Ecole Nationale d’Administration - with a specialization in Customs), after completing his higher education at Cheikh Anta Diop University – Dakar (Senegal). He also holds a Master's degree in Logistics and Port Management from the Université Littoral de Côte d'Opale – Dunkerque (France) and a Master's degree in Higher Diplomatic Studies (14th Promotion) from the Center for Diplomatic and Strategic Studies (CEDS), in Dakar (Senegal). Currently, he is pursuing his PhD in International Relations and Diplomacy at the CEDS, in Dakar (Senegal).
